I am licensed in Virginia, and am thinking of moving to Wilmington Delaware. If I obtain a Delaware drivers license, will my points be forwarded to my new residence state?

According to the The Division of Motor Vehicles (DMV) in Delaware your points and records from Virginia will follow you to Delaware. I would suggest that you contact the DE DMV yourself to discuss the infractions you have on your Virginia license and check what points will be assessed in DE since likely the states have different traffic violation point systems.

If you obtain a Delaware drivers license and are convicted of traffic violations out of state these violations would be reported to them and the infraction conviction will be place on your DE driving record. Points would also be assigned to your motor vehicle record for out of state traffic violations. Therefore if you were licensed in Delaware but went to visit friend in Virginia and received a moving violation and were convicted of it then the DE DMV would be advised. They then would place the infraction on your DE driving record and assess you points as well.
