Can I get an FR-19 even though I do not own a vehicle?

The FR-19 form is used in some states like Delaware and Maryland, as proof of car insurance. This is called the Insurance Certification Form or FR-19 in Delaware. The FR-19 is a certification that the car has been continuously insured since the verification date and that coverage is presently in effect.

If you do not own a vehicle you can still get insurance and an insurance certification (Form FR-19). State use the FR-19 form to verify car insurance coverage has been put in place or was in place during certain periods of time.

In Delaware you should be able to get a named non-owners policy that will provide coverage for you when you drive vehicles owned by others if you do not own your own car on which to place insurance upon.
